QLD Health - Far-North QLD Generator Upgrades

Tender submitted Q4, 2017 and awarded Q4, 2017 with completion in Q2, 2018 for one new emergency standby generator and associated fuel cell, control gear, Automatic Transfer Switch and associated cabling. Full testing to AS3018 is included as is all transport, consumables, first-fill of fuel & coolant and commissioning and on-site training to hospital/clinic personnel.

Scope of works and proposed solutions was as follows;

SCOPE

This tender is for the upgrade and replacement of the emergency stand-by generator for the Torres & Cape HHS at the Yam Island primary health clinic.

Scope expanded following site inspection to include rectification of current non-compliant electrical installation/components and a different generator location to avoid excavation and associated cultural concerns.

Solution

The works included the purchase, modification and transport of a CAT generator (55KVA) with a harsh area package, fuel polishing and ERPS system integration, installation and commissioning of a 125A ABB ATS, re-wiring of the switchboards to make safe non-compliant wiring, 19x new ABB Type AC RCBOs and all associated cabling and supplementary equipment.

ABB 125A ATS

Fully automated motorised transfer switch, calibrated to the site’s (higher than usual) supply voltages to ensure reliable switching well into the future. Controls the CAT generator (via the QH specified DSE7420 mkII controller)

Packed

All waste, tools etc. that was permitted off island safely secured and inspected.

From here it’s a barge to Horn Island then a ship to Cairns followed by ~1500km of driving back to Brisbane.

In progress - 90%

Connecting up the 16mm XLPE multi-core supply cable we’d run earlier and associated control cores from the ATS. After this we ran some software changes to the QH specified controller at their request (moving commissioning works to outside of business hours to accommodate IT staff shifts)

Wasted

Most of the waste for the project was recycled however due to biosecurity considerations some had to remain on island (timber and paper from the out of scope shed contents primarily). This was disposed of at the TSIRC landfill on island.

Wrapped

The CAT DE55E0 was double wrapped then secured to the trailer using new SWL rated tie down straps and points ensuring it made it from Brisbane to Yam Island without any damage.

Unloading

Definitely needed all the ground clearance and traction available for this disembarkation.

Shed walls and debris are removed, existing genset is disconnected and ready for removal.

The set was non-responsive and not economically viable for repair but was 100% recycled as scrap metal/

Shed contents

The shed was meant to be empty (but sheds rarely are), so AXIS staff cleared and sorted the contents to maximise recycling/reuse opportunities and minimise overall cost to the client.

GENERATOR

CAT (EPSA) has been selected as the generator set supplier due to their extended and comprehensive warranty coverage, superior after sales service and world renowned reliability.

Environmental

Removal and disposal of the existing generator and control/distribution cabling was included.

Recycling of construction waste streams was accomplished (approximately 98% by weight/volume) and all carbon emissions have been offset through an accredited fund.
